Homeland Security Secretary Janet Napolitano has become the first Obama Administration official to publicly describe last year’s deadly shootings at Ft. Hood, Tex., as a terrorist act, according to a search of news clips and transcripts.
“Violent Islamic terrorism … was part and parcel of the Ft. Hood killings,” Napolitano told the Senate Homeland Security Committee on Wednesday morning. “There is violent Islamic terrorism, be it Al Qaeda in Pakistan, Afghanistan, Yemen or anywhere else, [and] that is indeed a major focus of this department and its efforts.”
In the months since an Army psychiatrist — who had been in contact with a radical Muslim cleric in Yemen — opened fired inside the Army base, many on Capitol Hill have urged administration officials to publicly identify the attack as terrorism.

I certainly do expect more competence from the authorities……However, I rarely get it.

What difference does it make. Will calling him a terrorist get him more jail time or have stiffer penalties? What about the guy in Austin who flew into the IRS building? Terrorist? or deranged lunatic, what difference does it make.
In answering your direct question of course the authorities should be able to identify the culprit immediately due to the system that is put in place.
Now with other information which you provided on the incident which took place at Ft.Hood Tex the Army which is our number protector should have proper measures put in place so as to identify these things before they occur, apparently someone drop a sleep and for the reason that they didn’t want to blame anyone that was the reason for the delay. We are dealing with diplomatic issues here this is what usual occurs when these things happen this is the norm of the day. Hopefully that this is a lesson to learn and when it comes to innocent lives the norm should be overruled and transparency should be shown.
